供(gong)(gong)給側結(jie)構性(xing)(xing)(xing)改(gai)(gai)革是(shi)改(gai)(gai)善供(gong)(gong)給結(jie)構、提(ti)高經(jing)(jing)濟(ji)(ji)(ji)發展(zhan)質(zhi)量(liang)和效益(yi)的(de)(de)(de)治(zhi)本之策,也是(shi)交通(tong)運(yun)(yun)輸(shu)工作的(de)(de)(de)主線(xian)。中央經(jing)(jing)濟(ji)(ji)(ji)工作會(hui)議提(ti)出了深化供(gong)(gong)給側結(jie)構性(xing)(xing)(xing)改(gai)(gai)革“鞏固、增強、提(ti)升、暢通(tong)”的(de)(de)(de)八字方(fang)針總(zong)要求(qiu),對于堅定信心、深化認識,做(zuo)好今(jin)年經(jing)(jing)濟(ji)(ji)(ji)工作,具有重大而(er)深遠的(de)(de)(de)意義。全國交通(tong)運(yun)(yun)輸(shu)工作會(hui)議強調(diao),交通(tong)運(yun)(yun)輸(shu)供(gong)(gong)給側結(jie)構性(xing)(xing)(xing)改(gai)(gai)革必須落實(shi)好這個總(zong)要求(qiu),更多(duo)采(cai)取改(gai)(gai)革的(de)(de)(de)辦法,更多(duo)運(yun)(yun)用市場(chang)化、法治(zhi)化手段,推動交通(tong)運(yun)(yun)輸(shu)高質(zhi)量(liang)發展(zhan)。
鞏固(gu),就是鞏固(gu)“三去一降一補(bu)”成果。對交通運輸行(xing)業而言主要(yao)是補(bu)短板、降成本。要(yao)加大基礎(chu)設施補(bu)短板力(li)度,穩住有效投資。既(ji)要(yao)抓好川藏鐵路(lu)、深中通道、北京大興國際機場等(deng)重(zhong)大項目,也要(yao)關注補(bu)齊(qi)農(nong)村交通基礎(chu)設施短板等(deng)民(min)生細(xi)節。要(yao)進(jin)(jin)一步降低(di)物流(liu)成本,做好深化收(shou)費(fei)公(gong)路(lu)制度改革,推進(jin)(jin)普(pu)通貨運車輛“三檢合一”,規范港(gang)口經營服務性收(shou)費(fei)等(deng)各項工作。
增(zeng)(zeng)強(qiang)(qiang),就是(shi)要(yao)(yao)增(zeng)(zeng)強(qiang)(qiang)微觀(guan)主體活(huo)力(li)。對(dui)交(jiao)通(tong)(tong)運(yun)輸行業(ye)而(er)言主要(yao)(yao)是(shi)優環(huan)境、強(qiang)(qiang)服(fu)務(wu)。要(yao)(yao)深化(hua)“放管(guan)服(fu)”改(gai)革,加快優化(hua)交(jiao)通(tong)(tong)運(yun)輸營商環(huan)境,更多激發(fa)市場(chang)力(li)量,增(zeng)(zeng)強(qiang)(qiang)微觀(guan)主體活(huo)力(li)。要(yao)(yao)強(qiang)(qiang)化(hua)高品質交(jiao)通(tong)(tong)運(yun)輸服(fu)務(wu),讓(rang)聯網售票、聯程(cheng)運(yun)輸、城市交(jiao)通(tong)(tong)一(yi)卡通(tong)(tong)互聯互通(tong)(tong)、刷手機過收費站(zhan)等(deng)成為品質生活(huo)的“標配”,讓(rang)人民群眾“行得順(shun)心”。
提(ti)升(sheng),就是要提(ti)升(sheng)產業(ye)(ye)鏈水(shui)平(ping)。對交通(tong)運(yun)輸(shu)(shu)行業(ye)(ye)而言主要是抓創新(xin)(xin)(xin)、增(zeng)動(dong)能。要提(ti)升(sheng)行業(ye)(ye)的科(ke)(ke)技(ji)創新(xin)(xin)(xin)能力(li),加快(kuai)優化(hua)和完善行業(ye)(ye)科(ke)(ke)技(ji)創新(xin)(xin)(xin)環境,強(qiang)化(hua)關(guan)鍵(jian)共(gong)性技(ji)術(shu)、前沿引領技(ji)術(shu)等(deng)研(yan)究和應(ying)用。要加快(kuai)培育(yu)交通(tong)運(yun)輸(shu)(shu)新(xin)(xin)(xin)動(dong)能,推動(dong)交通(tong)運(yun)輸(shu)(shu)新(xin)(xin)(xin)業(ye)(ye)態新(xin)(xin)(xin)模式健(jian)康發展(zhan),實現改造(zao)傳統動(dong)能和培育(yu)新(xin)(xin)(xin)動(dong)能協同并舉,提(ti)升(sheng)交通(tong)運(yun)輸(shu)(shu)產業(ye)(ye)鏈水(shui)平(ping)。
暢(chang)通(tong)(tong),就(jiu)是要暢(chang)通(tong)(tong)經(jing)(jing)濟循環。對交(jiao)通(tong)(tong)運(yun)輸(shu)(shu)行業而言(yan)主要是提效(xiao)(xiao)(xiao)率(lv)、促(cu)融合(he)(he)。要加強統(tong)籌規劃(hua),著力(li)發(fa)揮好各種運(yun)輸(shu)(shu)方式的(de)比(bi)較優(you)勢(shi),暢(chang)通(tong)(tong)運(yun)輸(shu)(shu)組織鏈條,提高(gao)綜合(he)(he)交(jiao)通(tong)(tong)運(yun)輸(shu)(shu)效(xiao)(xiao)(xiao)率(lv)。要提升綜合(he)(he)運(yun)輸(shu)(shu)效(xiao)(xiao)(xiao)率(lv),提高(gao)服務能力(li),促(cu)進交(jiao)通(tong)(tong)運(yun)輸(shu)(shu)與相關(guan)產業融合(he)(he)發(fa)展(zhan),推動高(gao)效(xiao)(xiao)(xiao)率(lv)的(de)綜合(he)(he)運(yun)輸(shu)(shu)體系融入(ru)并有力(li)支撐生產、流(liu)通(tong)(tong)、分配、消(xiao)費(fei)的(de)經(jing)(jing)濟大循環。
